Vogel studied in Leipzig and joined Potsdam Observatory's team in 1876. He directed Berlin's observatory from 1882 to 1907. His works centered on spectroscopic analysis of stars, planets, comets and the Sun, but he was the first to record spectral shifts caused by DOPPLER effect and star motions. He measured nebulae positions for the NGC ("Positionsbestimmungen von Nebelflecken und Sternhaufen zwischen +9deg.30min. und +15deg.30min. Declination", Leipzig, 1876).
